For recumbent homebuilders who wish to build their own small wheel disk forks, the best thing we have to offer are rigid disk forks specifically made for 700cc cross bikes and mountain bikes. You can shorten the fork or cannibalize the fork for their parts - fork blades, steer tubes, dropouts, disk mount - using a Dremel tool. Cost wise, it is still less expensive than buying the individual parts.

20" SPRINGER Suspension Fork - An age old suspension
fork design now ported to the 20" wheel size. Fork blades
rock at a pivot close to the crown race. As the blades
pivot, the secondary arm attached to the hub axles pushes
against a spring anchored to the top side of the steerer
tube. For 1" steer tube, 150mm steer tube length, 22.2mm
steer tube inside dia, 27mm crown race. Chrome plated steel.
